Attorney Robin Capehart served as president of West Liberty University, a public university near Wheeling, West Virginia, from 2007 to 2015. His resume also includes extensive past work in tax reform, as an author and consultant, and as the State of West Virginia’s secretary of the Department of Tax and Revenue. As West Liberty’s president, Robin Capehart directed significant fundraising and capital improvement projects, including the construction of Campbell Hall of Health Sciences, the school’s first new structure focused on academics in three decades.

The state gave the highest priority to funding construction of the new building in 2010. The university’s foundation conducted a $22 million fundraising campaign for the project, which broke ground in the summer of 2012. By the time of the announcement of the campaign, the school had already secured close to three-quarters of its goal. Generous donors included the late alumna Jan Taylor, whose family’s support was instrumental in funding both the new construction and the school’s emergent department of dental hygiene.
In May 2014, President Capehart presided over the school’s dedication of its new building. His remarks highlighted the contribution of Brian Noland, the former Chancellor of Higher Education whose early support for the project put it at the head of the state’s list of education priorities.
